Are Japanese Memories So Short-Lived?

Is Japan lining up to be the first new ‘willing nuclear target’*? Are Japanese memories so short-lived?

I doubt that weakly formed statements of intent and control plans will be deemed to be acceptable conditions. In any case, there is quite obviously “…a need to be guided by facts rather than statements about intentions and plans” – especially ‘intentions and plans’ stated by the US or any of its allies, none of which can be trusted as custodians of ‘facts’.
