I can tell you, without a shadow of doubt. It is Russia. No other power, or source of authority has any say in the matter.
Back in mid-June, Russia issued its most recent declaration of a peace offer to Ukraine. Russia did not issue this offer to the US, or to NATO, the EU, or anyone else. There is no-one else to consult. Only the Ukrainian government and its people. I repeat, no-one else gets a say. Why is this simple fact so hard for the world to understand and come to grips with?
I will not go into the details of that peace offer. You need to learn to keep up. And it doesn’t really matter anyway because the terms of that offer have not been met and it is now (and I mean, in the next few days) about to close. For ever.
I would have published this information yesterday, when it was fresh, but I have been sick for more than a week now and spending a lot of time asleep. I am today, recovering, thanks for asking.

So, as things stand right now, I fully expect that over the next few days the world will hear once again from President Vladimir Putin (but speaking only to Ukraine) when he will announce, with regret, the end of the current peace offer and the much more stringent terms of a new one. I have no idea what the differences in the terms may be. But if I were to hazard a guess, I would say that firstly, the whole of the Kharkov-Sumy regions will devolve to Russia. And then that Ukraine (and therefore NATO and the west) will lose all current outlets to the Black Sea through what was Ukraine territory. [I guess what I meant to say when I posted this, was to say that the Odessa region will devolve to Russia. Perhaps I didn’t think it actually needed to be expressed that way.]
Will anyone listen this time? Or will Russia need to go further in another couple months time?
