I think there may have been some misunderstanding in the west of Mr Putin’s remarks to his Foreign Ministry colleagues a few days ago. This is not surprising really since they didn’t take proper notice of them on several occasions these conditions were brought up, going back two years now. The conditions, as laid out recently, were described quite explicitly as being only the start or basic elements of what Russia will require for peace in Ukraine.
State Duma deputy Viktor Vodolatsky has reiterated the next building block which was also outlined some months ago now that the Lugansk region is almost fully liberated – a task that will be completed in the next six weeks. The gist of those remarks is that once the boundaries of the Lugansk region have been secured, Russia will begin the clearing of what they call a Sanitary Zone, a buffer zone or perhaps a demilitarised zone on the Ukraine side of that border to a minimum depth of 30 kilometres (the range of Ukraine’s own offensive weapons) or up to 500 kilometres if such weapons become available to them. There will of course, or presumably so, be no western weapons allowed on Ukraine territory after the ceasefire, so such an extensive upper limit to the border zone should not entail.
The same conditions will apply to the whole length of the restored borders of Novorossiya over coming months I have no doubt.
If anyone in the west was listening to Russian announcements throughout this conflict, these things would already be known. Well, presumably, they are listening now. I wish I could be sure of that.
