Freedom of Speech is Conditional?

Freedom of speech is conditional?  That appears to be increasingly the case in so-called Western democracies.  The conditions attached to that freedom are expanding in scope.  This level-headed and very polite article from Global Times, explains.

Can I refrain from adding my own comments?  It’s very hard but I think I can and I think I should, so as not to tarnish what is being said there.  It all seems to be very clear anyway.
